Cary Franklin

Cary Franklin is a co-founder and owner of Horizon Actuarial. Cary has more than 40 years of experience as a consulting actuary, working with a wide variety of retirement plans, including pension plans, 401(k) plans, and retiree medical plans.

Relevant Experience

During his career, Cary has worked on both single employer and multiemployer retirement plans, focusing almost exclusively on multiemployer plans since the founding of Horizon Actuarial in 2008. He has worked across a wide array of industries including construction, entertainment, retail food, and hospitality.

Industry Activities

Cary is a frequent speaker at conferences and seminars, such as with the International Foundation of Employee Benefits Plans (IFEBP), and he has authored several papers on actuarial issues. He has served as the Chair of the IFEBP’s Professionals Committee and the IFEBP’s Expert Panel on Financial Education and Retirement Security. Cary has also been involved in various efforts to obtain federal legislation benefiting the multiemployer pension system.

Education

Cary is a Fellow of the Society of Actuaries, an Enrolled Actuary under ERISA and a Member of the American Academy of Actuaries. Cary graduated with a Bachelor of Arts in Mathematics and Film Studies from the University of California, Santa Barbara.
